It would be possible to establish curbside collection <br /> programs in the more populated parts of unincorporated areas. <br /> Collection could be performed by the franchised collectors <br /> while performing regular collection services, or on separate <br /> days. In order to achieve maximum participation and provide <br /> an affordable service, it would probably be necessary to <br /> establish mandatory collection service in areas targeted for <br /> curbside recycling programs. <br /> The growth pattern that is envisioned by the County <br /> General Plan now being adopted is one of incorporated <br /> jurisdictions separated by rural areas, as opposed to cities <br /> separated by suburban areas and industrial parks. Because of <br /> the predominance of the agricultural industry in the County, <br /> there is a strong movement to preserve the integrity of the <br /> remaining rural areas, and limit suburban sprawl. Such a <br /> pattern doesn't lend itself to mandatory garbage collection <br /> or curbside recycling in sparsely populated rural areas in <br /> the unincorporated County. <br /> A curbside recycling program would be more practical in <br /> areas contiguous to cities which are more densely populated. <br /> These include a significant portion of the population in the <br /> unincorporated area. A curbside program in the <br /> unincorporated area around Stockton would serve the greatest <br /> population concentration. Curbside recycling in areas <br /> immediately adjacent to the Cities of Lodi, Tracy, and <br /> Manteca could also be considered. <br /> An alternative to curbside collection for residents of <br /> the unincorporated area is the use of central collection <br /> sites. There are no buy-back centers for recyclables outside <br /> the city limits because of low population densities. Some <br /> bins for the drop-off of newspapers, cans, and bottles are in <br /> place in some unincorporated areas. These are usually <br /> associated with school programs. County residents near cities <br /> can use recycling centers in the cities. To serve County <br /> residents the County could establish drop-off or buy-back <br /> Chapter 4 - Recycling 21 <br />
