6. <br />The North County facility will be operational <br />well before January 1, 1995 and will contribute <br />significantly to the 25% diversion from the North <br />County waste stream. <br />The upgrading of the Lovelace Transfer Station <br />is planned to..be completed by January 1, 1995, so <br />that this facility can contribute toward the <br />diversion of the Central County waste stream. <br />A new facility will be developed to serve the <br />South County Area as a transfer station and as a <br />MRF to contribute toward the diversion of the South <br />County Area waste stream. <br />Also, -during the short-term period, the County <br />will work with the cities in the North, Central, <br />and South County Areas to fully utilize the MRFs as <br />regional waste processing centers. <br />In addition to the above MRFs, establishment <br />of recycling at private transfer stations will be <br />encouraged, and will be an integral part of the <br />County's integrated waste management strategies. <br />This strategy was chosen because it provides <br />for capture of recyclable materials that escape <br />other diversion activities and end up at disposal <br />sites. Also, this strategy has the potential to <br />remove great quantities of waste from the waste <br />disposal stream. Further, this strategy is <br />flexible in that materials targeted for removal may <br />vary with changes in the market. <br />Regulatory Program: <br />During the short-term period, the County will <br />consider adopting ordinances and policies that will <br />encourage and emphasize recycling. Some of the <br />strategies that will be considered will include the <br />Chapter 4 - Recycling 44 <br />
