5. Material Recovery Facilities: <br />During the short-term planning period, the <br />County intends to provide three MRFs, one in each <br />of the three County planning areas - North, <br />Central, and South. Initially, the MRFs will be <br />low scale recovery facilities and will probably <br />consist of a large building where waste will be <br />dumped on a tipping floor. Utilizing end loaders <br />and manual labor, recyclable materials will be <br />separated on the tipping floor and loaded into bins <br />for transporting to market. <br />Initially, the recycling rate will be low, but <br />as the operators gain experience, more material <br />will be pulled from the waste stream. Even greater <br />recycling rates can be achieved by adding <br />additional labor and equipment to the sorting <br />process. <br />Chapter 4 - Recycling 43 <br />D <br />commercial and industrial businesses. In <br />conjunction with implementation of the source <br />reduction component, the County Solid Waste <br />Division will contact businesses in the <br />unincorporated area and determine which wastes can <br />be reduced through source reduction and which can <br />be source separated or diverted at disposal sites. <br />Businesses not already practicing source separation <br />will be encouraged to do some separation of <br />including the <br />recyclables where practical, <br />initiation of office paper recycling programs. <br />This alternative was selected because it raises <br />the awareness of businesses regarding solid waste <br />issues. Increased knowledge of their waste streams <br />could allow companies to achieve savings on <br />�► <br />disposal costs by removing recyclable materials. <br />5.
