U <br />recycle, the remaining diversion should be sufficient to <br />achieve the 25% goals in the short term. <br />Recycling Program Implementation: <br />Agencies Responsible for Implementation: <br />The recycling program for the unincorporated area <br />will be implemented under the supervision of the Solid <br />Waste Division of the San Joaquin County Department of <br />Public Works. That Division is responsible for <br />negotiating franchise agreements with the waste haulers <br />serving the unincorporated area residents, and licensing <br />the commercial collectors. The Solid Waste Division <br />also staffs and manages three of the four County disposal <br />sites. The Division Manager and staff engineers are <br />currently overseeing construction of the North County <br />Recycling Center and working with consultants on the <br />plans for the Lovelace Transfer Station improvements. <br />Identification of Tasks Necessary to Implement the Recycling <br />Program: <br />The tasks necessary to implement the County's <br />recycling plan for the unincorporated area include the <br />following: <br />1 Include recycling facilities in the design of the <br />Lovelace Transfer Station reconstruction. <br />2.
