IV. Evaluation of Composting Program Alternatives: <br />Alternatives studied by the County may be divided into <br />two categories for discussion purposes. They are Source <br />Separated Alternatives, and Non -Source Separated Alternatives. <br />Source separated alternatives rely on the waste generator to <br />segregate compostable materials from other solid waste. This <br />alternative provides a relatively clean material that requires <br />less handling and is less costly than other alternatives. <br />Non -source separated alternatives involve processing a portion <br />of the solid waste stream to remove materials that may be <br />compostable. <br />A. Source Separation of Yard Waste: <br />There are two methods to obtain source separated <br />yard waste for composting - yard waste can be separated <br />and collected at the curb, and self -haul residents and <br />businesses can deliver yard waste to a collection area at <br />disposal sites or to a compost facility. <br />The effectiveness of composting programs might be <br />enhanced through regulatory efforts. <br />PROGRAM DISCUSSION: <br />1. Residential Curbside Collection: <br />Yard waste makes up 29.90 of the residential <br />solid waste stream in the unincorporated area. <br />Therefore, a program targeted at this waste source <br />could potentially impact a large portion of the <br />solid waste stream. <br />Residential refuse collection in the County is <br />franchised; however, residents may choose not to <br />Chapter 5 - Compost 5 <br />
