11 <br />4. Commercial and Industrial Waste Streams: <br />Only 5.85% of the commercial waste stream in <br />the unincorporated area is yard waste. Yard waste <br />comprises less than 1% of the industrial waste <br />stream. Most yard waste from business and industry <br />is probably being disposed of by landscaping and <br />lawn maintenance contractors. <br />Businesses usually bring their own waste <br />materials to the County's solid waste facilities, <br />and therefore, are included in the self -haul <br />category described above. Businesses could be <br />urged to bring their yard wastes to a composting <br />facility, and to leave their grass clippings on the <br />lawn and use low -maintenance landscape plantings. <br />5. Compost Facilities: <br />Compost facilities could be developed to serve <br />portions of the unincorporated County. These <br />facilities would be used to receive and process <br />compostable materials from refuse collectors <br />operating curbside collection programs and from <br />self -haulers. <br />The compost facilities could serve the County <br />unincorporated area, or could be developed as <br />regional facilities used by cities and the County. <br />Based on the population to be served, and market <br />availability, there could be two or three regional <br />composting facilities. <br />6.
