These include <br />the following: <br />a• Mandatory Collection: <br />Curbside collection of compostable <br />materials could necessitate mandatory garbage <br />collection in the more populated suburban <br />portions of the unincorporated areas near <br />cities. <br />The County could require residents served <br />by refuse collectors to separate their yard <br />wastes from other solid waste. The County <br />could also ban yard waste from County disposal <br />sites. <br />c• Rate Structure: <br />The County could establish collection and <br />disposal rates that would encourage the <br />separation of yard wastes. For instance, <br />lower collection or disposal fees could be <br />charged for source separated yard wastes, than <br />fees charged for solid waste collection and <br />disposal. <br />PROGRAM EVALUATION: <br />1. Effectiveness in Reducing either Weight or Volume <br />of Solid Waste: <br />A curbside collection program could <br />Chapter 5 - Compost 8 <br />
