LJ <br />It should be possible to open one composting <br />site in the short-term planning period. Additional <br />sites could be operational in the medium-term. <br />Lessons learned from operating the initial site and <br />finding end uses for composted materials would be <br />useful in designing and starting up additional <br />composting activities. <br />6. Need for Additional Facilities: <br />It will be necessary to establish one or more <br />compost sites in the short-term and medium-term <br />planning periods. These sites could be County, <br />City, or private facilities. The sites would have <br />to allow for proper drainage and monitoring, and <br />receive the required State and local permits and <br />approval. <br />7. Consistency with Local Policies, Plans, and <br />ordinances: <br />Source separation and collection of yard waste <br />is consistent with local policies, plans and <br />ordinances. The County General Plan does not <br />specifically address compost operations. It would <br />be necessary to obtain a land use permit and <br />conceivably there could be local opposition to such <br />a facility.
