1 8. Institutional Barriers:
The local enforcement agency and the State
must approve a Solid Waste Facilities Permit for
compost sites, which could considerably delay
startup of a compost project. There could also be
local opposition by residents who live near
proposed compost facilities.
There could be considerable opposition to
ordinances requiring residents to separate
compostable materials and ordinances banning
compostable materials from the solid waste stream.
9. Cost Estimates:
Costs to perform curbside collection of
compostable materials will vary depending on the
type of service offered and the percentage of the
waste stream targeted. Generally, costs could run
from $1.00 to $4.00 per household per month.
Costs for compost facilities depend largely on
the markets targeted for the final product. For
j instance, high grade compost used for household
s gardens would require more expensive processing
0
n
u
than would be required for a lower grade compost
used as soil amendment for landfill closure. Costs
for such facilities could range from $5.00 to
$25.00 per ton of material processed.
10. Availability of End Users for Diverted Material:
The optimal end-user would be the County,
using shredded yard waste or composted material as
daily cover or as part of final cover for the
County's landfills, or as soil amendments for
Chapter 5 - compost 13
