Institutional Barriers: <br />The local enforcement agency and the State <br />must approve a Solid Waste Facilities Permit for <br />compost sites, which could considerably delay <br />startup of a compost project. There could also be <br />local opposition by residents who live near <br />proposed compost facilities. <br />There could be considerable opposition to <br />ordinances requiring residents to separate <br />compostable materials and ordinances banning <br />compostable materials from the solid waste stream. <br />9. Cost Estimates: <br />Costs to perform curbside collection of <br />compostable materials will vary depending on the <br />type of service offered and the percentage of the <br />waste stream targeted. Generally, costs could run <br />from $1.00 to $4.00 per household per month. <br />Costs for compost facilities depend largely on <br />the markets targeted for the final product. For <br />�j instance, high grade compost used for household <br />s gardens would require more expensive processing <br />0 <br />n <br />u <br />than would be required for a lower grade compost <br />used as soil amendment for landfill closure. Costs <br />for such facilities could range from $5.00 to <br />$25.00 per ton of material processed. <br />10. Availability of End Users for Diverted Material: <br />The optimal end-user would be the County, <br />using shredded yard waste or composted material as <br />daily cover or as part of final cover for the <br />County's landfills, or as soil amendments for <br />Chapter 5 - compost 13 <br />
