Therefore, manual separation of <br />compostable materials at these facilities could be <br />initiated in the short-term and extended into the <br />medium-term planning period. <br />Siting, designing, permitting and developing a <br />sophisticated MRF would be a complex and lengthy <br />process that could not be completed in the short- <br />term period. The process could begin during the <br />short-term, with start-up scheduled during the <br />medium-term planning period. <br />6.
