Manual separation could be accomplished at the <br />MRFs discussed in the Recycling Component. <br />Additional facilities would not be necessary. <br />A more sophisticated process would require <br />siting, design, permitting and development of a <br />regional facility to handle a large portion of the <br />County's waste stream. <br />7. Consistency with Local Policies, Plans, and <br />Ordinances: <br />Use of the MRFs discussed in the Recycling <br />Component for manual separation should have no <br />impact on local policies, plans and ordinances. <br />The following applies to the more sophisticated <br />Chapter 5 - Compost 17 <br />0 <br />5. Implementation <br />in the Short -Term or Medium -Term <br />Planning Periods: <br />MRFs may be established in the short-term <br />planning period as discussed in the recycling <br />component. Therefore, manual separation of <br />compostable materials at these facilities could be <br />initiated in the short-term and extended into the <br />medium-term planning period. <br />Siting, designing, permitting and developing a <br />sophisticated MRF would be a complex and lengthy <br />process that could not be completed in the short- <br />term period. The process could begin during the <br />short-term, with start-up scheduled during the <br />medium-term planning period. <br />6.
