facility. <br />The County General Plan does not specifically <br />address compost operations, so this type of <br />facility would be reviewed on a case-by-case basis. <br />It would be necessary to obtain a land use permit <br />and a permit from the local enforcement agency. <br />There could be local opposition to such a facility <br />that may be mitigated by a good education effort. <br />a. Institutional Barriers: <br />The local enforcement agency and the State <br />must approve a Solid Waste Facilities Permit for <br />compost sites, which could considerably delay <br />startup of a compost project. There could also be <br />local opposition by residents who live near <br />proposed compost facilities. <br />9. Cost Estimates: <br />Costs to perform manual separation at MRFs <br />would be included as part of the operational costs <br />of the facilities and would vary depending on the <br />quantity of materials separated. Generally, costs <br />could run from $1.00 to $10.00 per ton of material <br />separated. <br />Costs for more sophisticated compost <br />facilities would depend on the portion of the waste <br />stream to be diverted, and the quantity of material <br />to be processed. For instance, a savings in cost <br />per ton could be realized if more than one <br />jurisdiction utilized the facility. Costs for such <br />facilities could range from $30.00 to $60.00 per <br />ton of material processed. <br />Chapter 5 - Compost 18 <br />
