could be used for daily cover at the Corral Hollow <br />Landfill. <br />In the northern part of the County, a composting <br />center could be established at the new North County <br />Landfill, or at some other North County location. Location <br />at the landfill would be especially effective if the <br />material were to be used as daily cover or in the <br />vegetative layer of the final cover at the completed Harney <br />Lane Landfill near the new North County facility. <br />The County will develop a Central County facility that <br />could be shared by Cities in the area. <br />VI. Composting Program Implementation: <br />A. Agencies Responsible for Implementation: <br />The Solid Waste Division of the Public Works <br />Department will be responsible for developing and carrying <br />out the composting program for the County unincorporated <br />area. <br />The County will encourage joint use of the facilities <br />by other jurisdictions. The jurisdictions that choose to <br />participate will also be responsible for implementation. <br />B.
