By March 1, 1992, the <br />County will evaluate end uses for <br />compostable materials and <br />determine the types of processing <br />facilities required. <br />3. 1st Qtr., 1993 Plan and implement the first <br />central composting facility. <br />Based on the evaluation in number <br />2 above, a facility will be <br />sited, designed, permitted, and <br />developed in the short-term <br />planning period. This facility <br />should be operational by January <br />1, 1995. <br />4. 4th Qtr., 1993 Establish curbside pick-up of <br />yard waste in portions of the <br />unincorporated area. This will be <br />part of the new franchise <br />agreements that will become <br />effective in January of 1994. <br />Actual pick ups will start when <br />the first composting facility <br />comes on line. <br />The new agreements will <br />provide for adjustment of <br />residential rates to encourage <br />separation of compostable <br />materials. <br />5. 3rd Qtr., 1994 Establish public drop off areas <br />Chapter 5 - Compost 27 <br />[l <br />
