3. <br />Since these programs were in place in 1990, <br />and since these materials were found in significant <br />quantities in the waste disposal stream, these <br />diversion activities may be counted toward <br />diversion goals of the ACT. These programs <br />diverted 64,127 tons of concrete and other inert <br />materials generated within the unincorporated area <br />of the County in 1990. This represents 28.04% of <br />the entire solid waste generated. However, inert <br />material generation fluctuates widely from year to <br />year, making it very difficult to rely on diversion <br />of this material to meet County diversion goals. <br />Cannery Wastes: <br />Wet cannery wastes are not accepted at the <br />County's landfills, but the waste characterization <br />study did report industrial food wastes in the <br />waste stream. Most cannery food wastes are <br />recycled, either on site or off site by other <br />entities. Waste haulers usually find means of <br />recycling or composting cannery wastes for use as <br />animal feed or soil amendments, rather than <br />dewatering the wastes and paying to dispose of the <br />wastes at landfills. <br />Since these programs were in place in 1990, <br />and since these materials were found in significant <br />quantities in the waste disposal stream, these <br />diversion activities may be counted toward <br />diversion goals of the ACT.
