E <br />A. To provide funding mechanisms sufficient for program <br />implementation. <br />B. To establish "fair share" funding mechanisms in which <br />individual categories of generators pay for services <br />received, and all service providers share the cost of <br />implementation of existing, new, or expanded diversion <br />programs. <br />C. To use funding mechanisms that promote integrated <br />management - reuse, reduce, recycle, and compost. <br />D. To use funding mechanisms that encourage and promote the <br />development of local activities and industries that <br />contribute to the attainment of the County's diversion <br />goals. <br />M. Program Implementation Costs: <br />Implementation of the County's ERRE will incur costs in <br />the areas of source reduction, recycling, composting, and <br />public education. The following provides information on these <br />cost centers. Costs are only preliminary estimates and may <br />vary substantially. However, they may be used for planning <br />purposes to demonstrate that sufficient and adequate funding <br />could be developed for plan implementation. It should be <br />noted that the following implementation costs also include <br />evaluation costs as part of the County's costs for salaries <br />and supplies. <br />114111 111!
