that they would absorb the fee revenues leaving nothing to <br />pay for disposal. <br />Advanced disposal fees would be more effective on <br />larger ticket items which are disposal problems, like <br />appliances, automobile tires or mattresses. The State could <br />assess a disposal fee of, for example, $25 per appliance, <br />$2.00 per tire, or $5.00 per mattress to be added to the <br />purchase cost, to offset recycling or disposal costs and <br />perhaps to help fund research and development of <br />alternatives to disposal. Such fees might bring public <br />pressure on manufacturers to make products more durable, <br />more repairable, and more recyclable. <br />As previously discussed, the County plans to fund its <br />diversion programs with a variety of revenue producing <br />mechanisms - tipping fees, refuse collection rates, and <br />County Service Area fees. The County has the ability to set <br />tipping fees, rates and County Service Area fees. If a <br />particular mechanism provides a shortfall, the County has <br />the option to increase the rate or fee, or to switch to <br />another of the three mechanisms.
