It is <br />estimated that current landfill capacity exists to <br />dispose of all of the waste generated within the <br />incorporated and unincorporated areas of the County <br />for more than 40 years, if the AB 939 diversion <br />goals are met. <br />The County's primary disposal goal is to <br />provide adequate, environmentally safe landfill <br />disposal capacity. This will be accomplished with <br />the following policies: <br />a. The County shall ensure adequate disposal site <br />capacity by owning sanitary landfills within <br />the County and providing disposal site <br />capacity to the incorporated and <br />unincorporated areas of the County. This <br />policy does not exclude the continuation of <br />existing private landfills or the use of non - <br />County landfills by incorporated jurisdictions <br />within the County. <br />b. The County shall provide for the safe, <br />environmentally sound operation of its County - <br />owned facilities by its own personnel or by <br />private operators under stringent contractual <br />arrangements. <br />C. Whenever possible, the County shall require <br />stringent environmental controls at all new or <br />expanded sanitary landfills, including <br />leachate collection and removal systems, and <br />methane and groundwater monitoring controls. <br />These controls are intended to capture and <br />remove unacceptable liquids that may <br />inadvertently enter landfills, and to provide <br />Chapter 10 - Integration 7 <br />
