The Means by which the County has Integrated the Components <br />to Maximize Use of all Feasible Source Reduction, Recycling, <br />An integrated approach is more readily obtained by <br />the method chosen by the County to administer the <br />implementation of its integrated waste management <br />program. One agency --the Integrated Waste Management <br />Division of the County Department of Public Works --has <br />been the <br />given responsibility to administer the <br />preparation, revision, and implementation of the County's <br />Integrated Waste Management Plan. This Division will <br />coordinate implementation activities with all other <br />agencies involved, in order to maximize the efficient use <br />of all County resources allocated to such activities. <br />The components are integrated to reflect the <br />hierarchy set forth in the ACT. The educational/ <br />informational material will make the public aware of the <br />County's recycling and compost programs, but will <br />emphasize source reduction as the most effective waste <br />reduction strategy. <br />The recycling program starts with the central <br />concept of wise consumer behavior and source separation <br />for both recyclable materials and yard waste; it then <br />provides a variety of means of diverting the separated <br />materials. <br />The compost program advocates source reduction <br />activities, such as leaving grass clippings on lawns as <br />mulch, using low maintenance landscaping, and backyard <br />composting.
