The County will
maintain an ongoing program of working with
businesses and residents to encourage source
reduction, and will develop means of measuring and
evaluating the effectiveness of this program.
2. Recycling:
Recycling incurs costs for collection and
processing but conserves expensive landfill space.
Analyses using cradle -to -grave costs, including
energy and raw materials, sometimes may find that
it is less costly to recycle a product than to
produce a new product from virgin materials.
3. Compost:
Composting is another form of recycling. There
is a cost to convert waste to compost, just as
there is a cost to reprocess postconsumer paper,
metal, glass, or plastic, but composting reduces
the volume of waste by about 50% and results in a
product which returns nutrients to the soil and
aids in moisture retention. These attributes are
especially important in this region of heavy
agricultural production and low rainfall. However,
it may be more cost effective to use shredded yard
wastes as landfill cover, saving the costs of the
composting process and the costs of alternative
cover materials.
4.
