0 <br />The study of the quantity of waste disposed was <br />carried out at the County's four permitted solid waste <br />sites - the Lovelace Transfer Station, the Harney Lane <br />Sanitary Landfill, the Foothill Sanitary Landfill, and <br />the Corral Hollow Sanitary Landfill. These sites comprise <br />all of the permitted solid waste facilities within the <br />study's jurisdiction at the time of the study. <br />The County's North County Recycling Center and <br />Sanitary Landfill began accepting waste in November of <br />1991. The Harney Lane Sanitary Landfill closed in <br />October of 1991. The waste stream from the Harney Lane <br />Sanitary Landfill shifted to the North County Recycling <br />Center and Sanitary Landfill which is located one and one <br />half miles East of the Harney Lane Sanitary Landfill. <br />Some County waste is recycled or composted at the <br />California Waste Removal Systems transfer station, a <br />private facility in Lodi. A private Class II and Class <br />III landfill, Forward, Inc., in the City of Stockton <br />recycles some County wastes. Some County wastes are <br />transformed at the WTE plant in Stanislaus County. <br />The initial determination of the quantity of wastes <br />diverted was based upon information obtained from the <br />businesses and organizations recycling or composting <br />materials which otherwise would be disposed of at the <br />County's landfills. <br />Waste Disposal Characterization: <br />A. Quantitative Field Analysis: <br />The County's study sampled four sources of waste <br />generation: residential, commercial, industrial and self - <br />haul.
