the 25% or 50% goal, then the County intends to count <br /> toward the goals the diversion of those special wastes <br /> that may be counted under conditions existing at the <br /> time of the shortfall. <br /> C. Waste Disposal Activities: <br /> The County owns four sanitary landfills. They are the <br /> Harney Lane Sanitary Landfill, the North County Sanitary <br /> Landfill, the Foothill Sanitary Landfill, and the Corral <br /> Hollow Sanitary Landfill. The County operates all but the <br /> Foothill Sanitary Landfill which is operated privately under <br /> contract with the County. The Harney Lane Landfill stopped <br /> accepting waste in October, 1991 and is in the process of <br /> being closed. In addition, the County owns and operates the <br /> Lovelace Transfer Station. <br /> County disposal sites are open to the general public <br /> (self-haul) from incorporated and unincorporated areas. All <br /> franchised and licensed unincorporated area refuse collectors <br /> must use County disposal sites. Also, the Cities of Ripon, <br /> Manteca, Tracy, and Lodi must use County disposal sites under <br /> contractual arrangements with the County. <br /> The Solid Waste Division of the County Department of <br /> Public Works keeps records of weights and volumes of wastes <br /> received from the franchised and licensed collectors and from <br /> other commercial, industrial and residential customers. <br /> However, the franchised and licensed collectors usually have <br /> both city and unincorporated area customers, and it is <br /> difficult to reflect those distinctions. <br /> Based on records maintained by the County Solid Waste <br /> Division, Table 2-7 shows the annual quantity of waste taken <br /> to County disposal sites by city and unincorporated area <br /> generators. <br /> Chapter 2 - Waste Generation 13 <br />
