constitute the smallest quantities in the waste stream
among the recyclable paper types but can bring the
highest prices. However, without sophisticated MRFs,
source separation is the only way to get significant
quantities of uncontaminated high-grade paper out of the
waste stream, and large office complexes and schools are
the most effective places to establish high-grade paper
collection programs.
Newsprint is a significant contributor to the
residential waste stream and can be collected in those
communities with curbside recycling programs, drop-off
centers or buy-back programs which accept newsprint.
Markets fluctuate very widely for this type of material.
The market for mixed paper is also soft. An
educational program would be necessary to make the public
aware of what is acceptable for recycling, if mixed paper
is to be targeted for source separated recycling. There
are many contaminants which can make the paper
unacceptable, and few collectors accept mixed paper at
the current low market prices.
Plastic resins can be recycled many times over,
however, recycling of plastics is relatively new and
processors need to be encouraged to locate in the area.
Labor and transportation costs are major deterrents to
increased plastics recycling. It will take time for the
recycling levels of plastics to achieve the levels of the
alternative packaging materials, paper and metals.
Currently PET, HDPE, and foam containers have California
markets but only PET is being recycled in significant
amounts due to the California redemption program.
Glass containers can be recycled and there is a
processing plant in San Joaquin County, but the material
must have negligible contamination to be accepted and
must be carefully color sorted to bring the best prices.
Loads contaminated with ceramic materials, stones, dirt,
Chapter 2 - Waste Generation 19
