Oxford Tire in Modesto incinerates <br /> tires and recovers the heat to generate electricity. <br /> Royster Tire near Tracy shreds the tires and sells the <br /> material as fuel to a cement plant. To conserve landfill <br /> space, tires are being separated at two County solid <br /> waste facilities and transported to the Oxford Tire plant <br /> until other uses for tires are developed. <br /> Inert materials at landfills include some concrete <br /> and asphalt which could be processed into gravel if <br /> quantities increased enough to justify rental of the <br /> necessary crushing equipment. Two area businesses have <br /> crushers, and haulers with inerts are encouraged to take <br /> advantage of those options rather than using the County <br /> solid waste facilities. The crushed material is being <br /> used for road base and other construction purposes. <br /> Most of the above referenced materials are currently <br /> being diverted in varying amounts, but will be removed <br /> from the waste stream in greater quantities as programs <br /> are established to achieve the requirements of the ACT. <br /> C. Waste Which Cannot be Diverted: <br /> The waste type "other paper" includes disposable <br /> diapers, paper towels, tissues, paper-plastic packaging, <br /> waxed paper and contaminated paper. Currently there is <br /> no market for this waste classification. The material <br /> can be used as fuel in waste to energy plants or can be <br /> composted with other organic material, but these options <br /> are not currently being considered by the County. <br /> Similarly, "other plastics" includes the many <br /> plastic toys, car parts, ropes, pipes and other items <br /> which are currently not recycled. There are processes <br /> which use mixed plastic resins as feedstock to produce <br /> plastic lumber, car stops, and outdoor furniture, but <br /> Chapter 2 - Waste Generation 21 <br />
