CHAPTER THREE <br /> SOURCE REDUCTION COMPONENT <br /> I. EYMODUCTION <br /> The California Integrated Waste Management Act of 1989 <br /> (ACT) requires that a Source Reduction component be included in <br /> the Source Reduction and Recycling Elements being prepared by <br /> each local jurisdiction. This component must contain <br /> objectives, a list of specific waste categories targeted, an <br /> existing conditions description, an evaluation of alternatives, <br /> a selection of a program, a plan for implementation of the <br /> program, and a monitoring and evaluation section. The format and <br /> content of the Source Reduction component are set forth in the <br /> AB 939 regulations. <br /> Source Reduction is a strategy that reduces the waste <br /> stream at the source of generation--residential homes, <br /> businesses, institutions, and manufacturing facilities. It is <br /> the top priority of the Integrated Waste Management hierarchy <br /> established by AB 939 and should receive primary consideration <br /> in the development of waste diversionary strategies. <br /> Source reduction activities are important to the County's <br /> overall waste diversion strategies in that they have the <br /> potential for removing large quantities of waste from the solid <br /> waste stream, without substantial capital outlays by the County. <br /> One of the greatest difficulties of dealing with the Source <br /> Reduction strategy is the measurement of success. It is <br /> extremely difficult to calculate the amounts of waste that have <br /> been and will be diverted through Source Reduction strategies. <br />
