Rate Structure Modifications: <br /> Two areas of rates impacted by rate structure <br /> modifications include refuse collection rates and disposal <br /> rates. <br /> PROGRAM DISCUSSION: <br /> 1. Refuse Collection Rates: <br /> Refuse collection rates are the fees charged by <br /> franchised and licensed refuse collectors for refuse <br /> collection services in the unincorporated county. <br /> Residential rates are established by the Board of <br /> Supervisors while commercial and industrial rates are <br /> established by competition of refuse collectors in the <br /> open market. <br /> The County could establish a variable can rate <br /> for residential refuse collection. Under this <br /> alternative, the cost of disposal for additional cans <br /> would be progressively and significantly higher than <br /> the cost for a moderate-size initial can. This could <br /> result in home owners generating less waste and <br /> separating recyclable materials from the waste stream. <br /> Since the County does not set commercial and <br /> industrial rates, it probably would not be possible to <br /> establish variable can rates for commercial and <br /> industrial waste without adopting a rate-setting <br /> Chapter 3 - Source Reduction <br />
