ordinance for commercial and industrial refuse <br /> collection. <br /> Progressive disposal fees, when combined with <br /> curbside collection of recyclable materials and yard <br /> waste, will be effective in reducing the amount of <br /> waste generated by providing an economic incentive for <br /> home owners to produce less waste, and sort and <br /> recycle those wastes that can be salvaged. The <br /> driving factor for success of this strategy is <br /> economics. <br /> 2. Disposal Fees: <br /> Disposal fees at county disposal sites could be <br /> increased to encourage reduction in waste generation <br /> for businesses and individuals alike. Actually, as <br /> quantities disposed of decrease due to the County's <br /> waste reduction efforts, rates will increase to cover <br /> fixed and variable landfill costs. <br /> EVALUATION: <br /> 1. Effectiveness in Reducing Solid Waste: <br /> , Implementation of this strategy would moderately <br /> affect waste generation; however, its effectiveness <br /> would be difficult to differentiate from the effects <br /> of other waste reduction programs and population <br /> changes. <br /> 2. Hazards Created: <br /> This strategy would generally create no hazards; <br /> however, there could be a tendency for residents to <br /> over stuff trash cans resulting in injuries to refuse <br /> Chapter 3 - Source Reduction 9 <br />
