Ability to Accommodate Changing Economic, <br /> Technological and Social Conditions: <br /> The strategy would be flexible and able to <br /> accommodate change and shifts in the waste stream. <br /> 4. Consequences of the Programs on the Waste Types: <br /> It is uncertain whether such a program would <br /> affect the make-up of the waste stream. It is <br /> anticipated that it would result in consumers and <br /> businesses purchasing products with less unnecessary <br /> packaging, purchasing fewer disposable products, and <br /> repairing or giving away items rather than disposing <br /> of them. These changes could be brought about by <br /> increased awareness of the problems of waste disposal, <br /> or by increased cost of disposal if that increase is <br /> significant. Those same changes could be brought about <br /> by pressures from government and consumers on <br /> manufacturers to reduce packaging, rely less on <br /> disposables, and make products which last longer and <br /> are repairable. <br /> 5.
