diverted materials.
E. Regulatory Strategies:
The County, with the adoption of ordinances, could
implement source reduction policies.
PROGRAM DISCUSSION:
1. Bans on problem wastes or packaging:
The County could institute bans on specific
problem wastes or packaging that are not readily
recyclable, like disposable diapers, one-use cameras
or razors, and excessive packaging or plastic
packaging that is difficult to recycle.
The problem with bans is that the alternatives
are not always a better solution. Banning polystyrene
fast food containers results in eliminating a
recyclable material and substituting a variety of non-
recyclable alternatives, like plastic-coated drinking
cups, or layered paper, plastic, and foil wrappings.
It would be better in the long run to educate the
public to the problems of the entire class of
disposables and encourage the use of reusable
materials. For example, through education, it might
be possible to encourage parents to use cloth diapers
at home where diaper services and home washing
machines are available, and use disposable diapers
when traveling or at other times when their
convenience is justified.
Chapter 3 - Source Reduction 22
