2. New Business Ordinance: <br /> The County could develop an ordinance that requires <br /> all new businesses to prepare and submit Solid Waste <br /> Management Plans as part of the permitting and licensing <br /> process. These plans would specify source reduction, <br /> recycling, and other waste diversionary practices that <br /> will be employed by the business. The plans could also <br /> require evaluation and specify the types of information <br /> which the business must furnish to the County concerning <br /> its waste diversion programs. <br /> 3. Land Use: <br /> Land use planning policies could be developed that <br /> would encourage source reduction practices. For <br /> instance, new developers could be required to provide <br /> adequate outdoor space for on-site composting programs. <br /> Furthermore, the County could encourage the <br /> rehabilitation rather than replacement of older <br /> structures to reduce the generation of demolition waste. <br /> The County could require by ordinance use of low <br /> maintenance landscaping on all new or remodeled <br /> buildings. <br /> EVALUATION: <br /> 1. Effectiveness in Reducing Solid Wastes: <br /> The effectiveness of the above strategies would be <br /> variable. Bans generally are not effective in reducing <br /> appreciable quantities of waste. To be effective, bans <br /> on packaging must be implemented at the State, multi- <br /> state region, or federal level.
