Variable Can Rates: <br /> The County will evaluate establishing variable <br /> can rates at the time of negotiating the new <br /> residential refuse collection franchise agreements <br /> with the collection companies which will become <br /> effective in January, 1993 . Tipping fees at the <br /> County's landfills have increased due to the ACT and <br /> will be increased further as additional requirements <br /> of the ACT are put into effect. <br /> The variable can rate strategy was chosen because <br /> the waste generation study showed recyclable material <br /> in the residential waste stream, and the evaluation <br /> pointed out that basing the charge for waste removal <br /> on weight/volume creates an effective economic <br /> incentive for individuals to reduce waste disposal. <br /> 3. Education: <br /> The County will provide educational support for <br /> Source Reduction efforts in the form of speakers from <br /> its staff and coordination of speakers from the <br /> community where available, as well as developing and <br /> distributing pamphlets or other written material on <br /> the subject of Source Reduction. Where applicable, <br /> the County will coordinate with other jurisdictions in <br /> the County to produce written material with regional <br /> applicability to take advantage of quantity discounts <br /> in design and printing costs.
