This approach was selected because while <br /> residents and businesses are familiar with the <br /> recycling concept, source reduction is not widely <br /> understood, and in the long run, source reduction is <br /> a far more efficient way to reduce wastes and conserve <br /> resources. <br /> 4. Yard Wastes: <br /> The County will consider an ordinance requiring <br /> the use of low maintenance landscaping materials that <br /> produce less waste, for both residential and business <br /> construction projects. The County will also provide <br /> information to residents on backyard composting to <br /> source reduce yard wastes. <br /> This strategy was chosen because yard waste is a <br /> substantial portion of the waste stream, and the least <br /> costly approach to manage this material is to produce <br /> less and to compost on site, resulting in less to be <br /> collected for composting or disposal. <br /> 5. Institutional Paper Reduction: <br /> The County will encourage source reduction <br /> practices in its own offices including the use of <br /> double-sided copying, routing of memos, and the re-use <br /> of scrap paper. <br /> This strategy was chosen to reduce the paper in <br /> the waste stream and to serve as an example for area <br /> businesses. <br /> 6. Procurement Policies: <br /> The County Purchasing Department will be required <br /> to reexamine its policies regarding requirements for <br /> Chapter 3 - Source Reduction 27 <br />
