D. Funding Requirements and Revenue Sources for Program <br /> Monitoring: <br /> The monitoring program will be handled by County staff <br /> and expenses will be related to staffing requirements. <br /> Funding needs will be minimal, and are included in the <br /> implementation costs for the Source Reduction program. The <br /> funds will be provided from the County Solid Waste <br /> Enterprise Fund. <br /> E. Measures to be Implemented in Event of Program Shortfall: <br /> If it is determined that the source reduction program <br /> is not accomplishing County expectations, rate increases <br /> will be considered for residential refuse collection, as <br /> well as increased tipping fees at County disposal sites. <br /> Additional publicity and information programs will be <br /> instituted for the residential and business communities, as <br /> indicated by the nature of the shortfall. <br /> Chapter 3 - Source Reduction 37 <br />
