CHAPTER FOUR <br /> CYCLING COMPONENT <br /> I. OL V CT1ON: <br /> Recycling is defined b the National Recycling Coalition as <br /> Y g Y Y g <br /> the series of activities by which materials that would otherwise <br /> remain wastes are collected, separated, or processed and used in <br /> the form of raw materials. This form of waste diversion helps <br /> preserve natural resources and reduces the environmental impacts ' <br /> associated with waste disposal. Because of its importance, it <br /> is the second tier in the hierarchy of integrated waste <br /> management. AB 939 requires each SRRE to present a discussion <br /> of the jurisdiction's recycling objectives, existing recycling <br /> programs, alternatives studied, recycling alternatives to be <br /> implemented in the recycling program, implementation of the <br /> program, and monitoring and evaluation of the program. <br /> IEL Goals and Objectives: <br /> A. Goals for the Short-Term and Medium-Term Planning Periods: <br /> The recycling goals for both the short-term and <br /> medium-term planning periods are: <br /> 1. To maximize the availability of recycling locations to <br /> residents and businesses in the unincorporated area. <br /> 2 . To divert as much recyclable material as possible from <br /> the waste stream delivered to County disposal sites. <br />
