B. Objectives for the Short-Term and Medium-Term Planning
Periods:
1. The short-term objective of the recycling component
is to achieve at least 20% toward the 25% waste
diversion required by the year 1995 through
recycling.
2 . In the medium term, the recycling component
objective is to accomplish at least 30% diversion
through recycling.
3 . Current short-term and medium-term market
development objectives for the County call for
recycled paper to comprise 35% of the total dollar
amount of paper purchases by 1-1-92, increasing to
40% by 1-1-94 and 50% by 1-1-96. Similarly, goals
for recycled 11materials, goods and supplies" are
set at 20% of purchases by 1-1-92, 30% by 1-1-93
and 40% by 1-1-95. In an effort to develop stronger
markets for recycled materials, the County has
adopted a policy to purchase supplies with post
consumer content whenever those supplies are of
comparable cost and quality.
Specific Waste Categories Targeted forDiversion:
Based on the waste characterization study performed at
the County disposal sites, there are five waste categories
which can be targeted for recycling in the short-term and
medium-term planning periods. These include paper, metals,
wood, plastics and glass. Glass containers and certain
plastics can be included in residential curbside programs.
Chapter 4 - Recycling 2
