San Joaquin Valley <br /> Air Pollution Control District <br /> PERMIT UNIT: N-1119-1-0 EXPIRATION DATE: 11/30/2002 <br /> EQUIPMENT DESCRIPTION: <br /> MUNICIPAL SOLID WASTE LANDFILL, 12.4 MILLION CUBIC METER CAPACITY(185 ACRES). <br /> PERMIT UNIT REQUIREMENTS <br /> 1. No air contaminant shall be discharged into the atmosphere for a period or periods aggregating more than three <br /> minutes in any one hour which is as dark as, or darker than,Ringelmann 1 or 20%opacity. [District Rule 4101] <br /> 2. No air contaminant shall be released into the atmosphere which causes a public nuisance. [District Rule 4102] <br /> 3. All equipment or systems installed or used to achieve compliance with the terms and conditions of this Permit to <br /> Operate shall be maintained in good working order and be operated as efficiently_as possible to minimize air pollution <br /> emissions. [District NSR Rule] <br /> 4. The permittee shall comply with all other applicable local, State, and Federal rules and regulations. [District Rule <br /> 2070] <br /> 5. The APCD shall be notified immediately of any failure of air pollution control equipment, emissions monitoring <br /> equipment, or any process resulting in an increase in emissions above the allowable emission limits(including State <br /> and Federal). [District Rule 1100] <br /> ,,The Air Pollution Control District shall be notified in writing within ten(10)days following the correction of any such <br /> failure. [District Rule 1100] <br /> 7. The failure notification shall include a description of the equipment malfunction or failure,the date and cause of the <br /> initial failure,the estimated emissions in excess of those allowed, and the methods utilized to restore normal <br /> operations. The District, CARB,EPA, and/or authorized representatives,upon the presentation of credentials, shall be permitted to <br /> enter upon premises where the source is located or in which any records are kept under the terms and conditions of this <br /> permit. The APCO or any authorized representative, at reasonable times, shall have access to and copy any records required to <br /> be kept under the terms and conditions of this permit. The APCO or any authorized representative, at reasonable times, shall have access to inspect any equipment, <br /> operation, or method required in this permit, and to sample emissions from the source or require samples to be taken. <br /> [District Rule 1070] <br /> 11. If any provision, clause,sentence, paragraph, section or part of these conditions for any reason be judged invalid, such <br /> judgement shall not affect or invalidate the remainder of these conditions.
