[District NSR <br /> Rule] <br /> The permittee shall provide,properly install, and maintain in good working order continuous monitoring and recording <br /> systems to measure methane gas migration gas a result of landfill gas generation if required by any regulatory agency. <br /> [District NSR Rule] <br /> 17. If a continuous methane monitoring and recording system is required by any other regulatory agency, then the <br /> permittee must obtain District approvel prior to installation. [District NSR Rule] <br /> 18. The.State Integrated Waste Management Board(SIWMB)Enforcement Division is to be notified if underground <br /> migration of methane exceed 4 percent. [District NSR Rule] <br /> 19. An active landfill gas control system shall be installed if the SIWMB determines that there is cause to believe a hazard <br /> or nuisance maybe created by landfill gas on the property boundary of.the site adjacent to occupied structures. <br /> [District NSR Rule] <br /> 20. If a landfill gas control system is required then the permittee must file an application for Authority to Construct with <br /> the District. [District Rule 20 10] <br /> 21. The North County Sanitary Landfill may only accept refuse upon closure of the Harney Lane Sanitary Landfill. <br /> [District NSR Rule] <br /> 22. Disturbances of soil related to any construction,demolition, excavation,extraction,or water mining activities shall <br /> comply with the requirements for fugitive dust control in District Rule 8020. This requirement does not apply to the <br /> actual operation of the landfill. [District Rule 8020] <br /> 23. Outdoor handling and storage of any bulk material which emits dust shall comply with the requirements of District <br /> Rule 8030. [District Rule 8030] <br /> 24. All operational landfills shall comply with the requirements of District Rule 8040. This condition also applies to <br /> closure activities and closed landfill sites when activities are conducted which disturb surface soils covering an area <br /> greater than one(1) acre. Any paved road over 3 miles in length, and any unpaved roads over half a mile in length, constructed after December <br /> 10, 1993 shall use the design criteria and dust control measures of, and comply with the administrative requirements <br /> of, District Rule 8060. The owner or operator shall insure that all areas of one(1)acre or greater,which are used for vehicle and/or equipment <br /> parking, fueling and service, shipping,receiving and transfer, comply with the requirements of District Rule 8070.
