2 GENERAL 2.1 FACILITY OVERVIEW The North County Recycling Center and Sanitary Landfill (NCRC&SL) has been owned and operated by San Joaquin County since opening in 1991. The site was developed as a non- hazardous municipal solids waste (MSW) landfill, primarily serving northern San Joaquin County. The NCRC&SL consists of 320 acres comprised of Assessor's Parcel Numbers 065- 120-02, 065-120-03, 065-120-08, and 065-120-09. The site is located in Section 21, T3N, RBE, MDB&M. The NCRC&SL includes a single 185-acre Class III Waste Management Unit comprised of lined modules. The facility also includes a Recycling Center. The Unit is developed as separate modules, each constructed as needed to provide space for refuse disposal. To date, refuse has been disposed in Modules 1 through 4. Each of the modules have been constructed with liner systems that include a 60-mil high-density polyethylene (HDPE) geomembrane, and leachate collection and removal facilities. Modules 3 and 4 were constructed in accordance with an Approved Engineered Alternative Liner System that meets Federal Subtitle D and Title 27 requirements for containment. Modules 1 and 2 were constructed as single modules in 1991. Module 3 was constructed in 1995, and Module 4 was constructed in 2003. The design of these module-s is further described in Section 6. 2.1.1 SITE LOCATION 2.1.1.1 Existing Landfill The general location of the NCRC&SL is shown on Plate 1. The site is located southwest of the corner of Atkins Road and Harney Lane, 9 miles east of Lodi, California. Access to the site is shown on the site plan (Plate 2). The entrance to the site is from Harney Lane on the north side of the landfill property. The refuse fill area is located approximately 1/2 mile south of Harney Lane.
