Municipal solid waste is currently placed in Module 4. Modules 1 and 2 have reached elevation <br /> 190 ft. MSL. <br /> 2.1.1.2 Surrounding Land Use <br /> Plate 3 shows land use within 1 mile of the property. The land use data was collected from the <br /> Department of Water Resources, San Joaquin County Land Use, 1996. The landfill site is <br /> classified as urban industrial (waste facilities). Adjacent land on the north, west, and south sides <br /> of the landfill are identified and"native vegetation". The area on the east side primarily consists <br /> of vineyards. Other properties within a one-mile radius include agricultural farmland on the east, <br /> pasture on the east and west, and field crops, deciduous fruits and nuts, and livestock on the east. <br /> 2.1.1.3 Ancillary Facilities <br /> The ancillary facilities associated with the landfill are shown on the Site Plan (Plate 2). They <br /> include the entrance, internal road, and perimeter roads, landfill office structures, the scale house, <br /> and the transfer station/recycling center. <br /> 2.1.2 EXISTING PERMITS AND APPROVALS <br /> The NCRC&SL operates under the following permits and conditions: <br /> • Solid Waste Facility Permit (SWFP) No. 39-AA-0022, issued by the California <br /> Integrated Waste Management Board, dated April 15, 1993 (Appendix A). <br /> • Waste Discharge Order No. R5-2002-2019, issued by the California Regional Water <br /> Quality Control Board(RWQCB), Central Valley Region in 2002 (Appendix A). <br /> • Permit to Operate, issued by San Joaquin Valley Air Pollution District, expires November <br /> 30, 2006 (Appendix A). <br /> • Final Environmental Impact Report,Findings of Fact, March 1989. <br /> 2.2 CEQA PROCESS <br /> As part of the California Environmental Quality Act (CEQA) process, the County submitted the <br /> Final Environmental Impact Report, dated March 1989 (Jones and Stokes, 1989). <br /> North County RC&SL Page 8 of 48 Public Works/Solid Waste <br /> JTD County of San Joaquin—November 30,2004 <br />
