STORM WATER POLLUTION PREVENTION PLAN (SWPPP) <br /> NORTH COUNTY RECYCLING CENTER, AND SANITARY LANDFILL <br /> OCTOBER 1992 <br /> 1_0 INTRODUCTION AND BACKGROUND <br /> 1.1 SWPPP BACKGROUND <br /> ! In 1972, the Federal Pollution Control Act (also referred to as the Clean <br /> Water Act (CWA) ) was amended to provide that discharge of pollutants to water <br /> of the United States is prohibited, unless discharge is in compliance with an <br /> National Pollution Discharge Elimination Systems (NPDES) permit. On November <br /> 16, 1990, final regulations for industrial storms water discharges were <br /> adopted. <br /> The federal regulations allow states to issue General Permits to regulate <br /> storm water discharges. The State of California State Water Board has issued a <br /> statewide General Permit, No. CAS 000001 (DWQ Order No. 91-13) , which <br /> individual industrial activities in the state to be covered under the State <br /> General Permit by filing a Notice Of Intent (NOI) and complying with the <br /> conditions of the General Permit. San Joaquin County filed a NOI (Appendix A) <br /> on April 1, 1992, requesting coverage for this site. The site's primary 4- <br /> digit Standard Industrial Classification (SIC) is 4953. <br /> In order to comply with the conditions of the General Permit a Storm Water <br /> Pollution Prevention Plan (SWPPP) must be prepared and available on site by <br /> October 1, 1992. Additionally a Monitoring Plan shall be prepared by January <br /> 1, 1993. The Monitoring Plan, shall become Appendix C to this Plan when <br /> prepared. <br /> f <br /> i <br /> .. 1 <br />
