The purpose of the SWPPP is to implement the objectives of the NPDES program <br /> in a Plan utilizing application of Best Available Technology (BAT) and Best <br /> Management Practices (BMP) to control pollutants in storm water from the <br /> permitted sites. <br /> The purpose of the Monitoring Plan is to monitor the quality of storm water <br /> discharges and measure the effectiveness and evaluations of the sites BMP's in <br /> removing pollutants in storm water discharge. <br /> 1.3 SITE INFORMATION <br /> r <br /> 1. <br /> North County Recycling Center and Sanitary Landfill is a new landfill in San <br /> Joaquin County; it has been in operation since 1991. The landfill is a 320- <br /> acre site of which 185-acre is used as a waste disposal site located on Harney <br /> Lane, five miles southeast of Lockeford, California, in Section 21, T3N, RBE, <br /> MDB&M. The landfill is owned and operated by San Joaquin County. The <br /> engineering for the facility is performed by the San Joaquin County Department <br /> of Public Works, Solid Waste Division. <br /> North County Recycling Center and Sanitary Landfill is a Class III landfill <br /> accepting municipal solid waste including residential, commercial, <br /> construction, industrial demolition, and agricultural wastes. These wastes are <br /> classified as nonhazardous solid waste or inert waste by the Title 23, <br /> California Code of Regulations (CCR) , Chapter 15. In addition to the <br /> 2 <br />
