requires North County Recycling Center and Sanitary Landfill to do quarterly
and annually surface water samples at South Paddy Creek. The surface water
samples are collected from South Paddy Creek upstream and downstream of the
I-
landfill. These monitoring reports are kept at the County Solid Waste Division
office.
I,
i'
2.6 METHODS OF ONSITE STORAGE AND DISPOSAL OF MATERIALS
At the recycling center, recyclable materials, such as, metals, plastics,
tires, and non biodegradables are transferred off site, as needed, to
materials recyclers. All recyclable materials are stored in bins outside the
recycling center on a 200 feet by 250 feet paved pad until removed. This
holding pad has its own storm water retention pond. There are no outdoor
manufacturing, or process areas at the North County Recycling center and
Sanitary Landfill.
i
All new and used oils and other automotive fluids are stored in 250-gallon
double walled tanks located inside the recycling center building. The
i
accumulated waste oils and sludge are disposed of regularly by a waste oil
recycler.
At the fueling area is an above ground, double wall containment, 6000-gallon,
diesel tank which is exposed to weather conditions; it is located southwest of
the maintenance building.
2.7 OUTDOOR STORAGE ACTIVITIES WHICH GENERATE DUST OR PARTICULATES
North County Recycling Center and Sanitary Landfill daily operations generate
dust from heavy equipment machines moving dirt into the fill area. Roadways
are paved for winterization to keep dust at a minimum. The site operates under
dust controls requirement of the Local Air Pollution District Permit.
6
I .
