The load checking program is designed to find prohibited waste
before it is disposed and to have the customer remove such waste
from the site for proper disposal. Once prohibited wastes have
been deposited at the site, the Program attempts to detect
prohibited wastes in containers greater than five gallons in
capacity or spills and provide- for cleanup and ultimate disposal
of these materials.
The steps involved in the load checking program are summarized in
the flow chart shown as Exhibit 2. These steps include both
situations for which the prohibited waste is removed from the
site when requested by the load checker and situations for which
the County must perform ultimate disposal. The actions taken
upon the discovery of prohibited waste are as follows:
A. LOAD CHECKER FINDSPROHIBITEDMATERIALS BEFGRE CUSTOMER
LEAVES SIJB:
Typically, the load checker will observe prohibited waste
being dumped from a vehicle and will instruct the customer
that such waste is considered hazardous and is not accepted
at the NCRC&SL. The customer is then advised to remove the
materials from the site and dispose of them at a site
licensed to accept such waste or to have a licensed hazardous
waste hauler dispose of the materials. The customer is given
a brochure (see Exhibit 7) which describes prohibited
materials and gives sources of information for disposal
methods of the more common prohibited material. Also, the
customer is advised to contact the San Joaquin County
Department of Public Works, Solid Waste Division at
(209) 468-3066, for further information on how to dispose of
the materials, and the incident is recorded in the Load
Checker's Log kept by the load checker.
If the hazardous materials are not containerized such that
the customer may transport them from the site, or if the
customer refuses to remove the material, the customer is
informed that -the County will contract with a licensed
hazardous waste hauler to perform cleanup, removal, and
ultimate disposal of the materials. The customer will be
billed for the costs incurred. The incident is logged in the
Load Checker's Log and the site's Special Occurrence Log.
The site's supervisory personnel follows the procedures
listed in Section IV, "Procedures' for Handling Identified
Hazardous Waste, " for performance of ultimate disposal.
-3-
