'CENTRAL VALLEAEGIONAL WATER QUALITY COTROL BOAR! <br />II <br />INS® ORT <br />DISCHARGER: North County Landfill <br />LOCATION & COUNTY: Lodi, San Joaquin County <br />CONTACT(S): Mike Carroll, San Joaquin County DPW <br />INSPECTION DATE: 14 December 2009 <br />INSPECTED BY: John Moody, Central Valley RWQCB <br />ACCOMPANIED BY: Mike Carroll, San Joaquin County DPW <br />Central Valley Water Board permitting staff conducted this inspection in conjunction with <br />drafting revised waste discharge requirements (WDRs) for vertical expansion of the facility. The <br />purpose of the inspection was to view the physical layout of the site and visit various areas <br />regulated under the WDRs, including those that will be affected by the vertical expansion. Such <br />areas included the landfill modules, storm drains, and surface water monitoring points. The <br />inspection started at about 1:30 p.m. The weather was cloudy and cool, about 55 OF. Site <br />conditions were damp in most areas. <br />All three landfill. modules (1, 3 and 4) appeared to be in good condition and as described in the <br />Discharger's Joint Technical Document. Landfill controls noted along the inactive modules <br />included interim cover, vegetation, erosion tarps, overside drains and gas collection piping. See <br />Photos 1 to 8. All landfill perimeter drains appeared to be functional and the monitoring points <br />along these drains still valid. The Interim Sedimentation Basin was dry, but appeared to be in <br />good condition. The outfall where discharge from the ISB is monitored also appeared to be <br />functional. See Photos 9 to 13. <br />I also viewed the wetland mitigation area north of the landfill, including South Paddy Creek, <br />which crosses the area. The creek spills out over the wetland in areas on the western side of <br />the site and then reconsolidates downstream near the site boundary. No change in the <br />monitoring points along the creek (i.e., upstream and downstream) appeared to be warranted <br />based on the inspection. See Photos 14 to 16. <br />I also viewed the background monitoring well GW -1 adjacent to the northeast corner of the <br />landfill unit area. The Discharger plans to replace the well since it has been historically dry. <br />See Photo 17. <br />I left the site at 2:45 p.m. <br />Approved: <br />
