HAZELTON AVENUE STOCKTON, CALIFORNIA 95201 (209) 468-3000 FAX (209) 468-2999 www. sjgov.org/pubworks SUBJECT: ANNUAL REVIEW OF FINANCIAL MECHANISMS AT THE NORTH COUNTY RECYCLING CENTER AND SANITARY LANDFILL PER WDR R5-2002-0219 Dear Mr. Del Frate: Please accept the following review and report of financial assurances for closure, postclosure, operating liability, and corrective action at the North County Recycling Center and Sanitary Landfill (NCRCSL), submitted in accordance with Provision 11 D of Waste Discharge Requirements (WDRs) in Order R5-2002-0219. Closure Financial assurance for closure for NCRCSL is provided by an Enterprise Fund established by San Joaquin County's Resolution No. R-90-1190, dated September 25, 1990. In accordance with Title 27, California Code of Regulations, Section 22225, a demonstration of the minimum fund balance calculation must be submitted to the California Integrated Waste Management Board (CIWMB) by the anniversary date of the fund. The last report was submitted to CIWMB on September 22, 2009 for the period of August 1, 2008 to July 31, 2009. A copy of the last report was submitted to water board staff as well. As shown in the report of September 22, the closure cost estimate was increased by the 2008 inflation factor provided by the CIWMB to $5,731,939. The enterprise fund balance was $1,788,522.26 at that time. We have not received comments from the CIWMB, and assume this submittal was satisfactory. Postclosure Pledge of Revenue Agreement 93-605, established with CIWMB on September 28, 1993, provides postclosure funding for NCRCSL.
