Modules 1 and 3 <br />North County Recycling Center and Sanitary Landfill <br />The purpose of this report is to: <br />• Describe the current condition and operational controls of the Leachate Collection and <br />Recovery System (LCRS) at the North County Recycling Center and Sanitary Landfill. <br />• Describe the operation after Module 1 and 3 sumps are automated. <br />• Present a workplan and schedule for upgrading Module 1 and 3 sump pumps to automatic <br />operation. <br />The dry climate of the North County Recycling Center and Sanitary Landfill allows leachate to be <br />returned to the landfill, where it is absorbed by the dry refuse. Overwhelming of the LCRS due to <br />excessive recirculation would be indicated by the inability of a leachate sump pump to empty the <br />sump or to maintain the leachate level below the one -foot maximum head allowed. Leachate <br />seeps on the side of the fill would be an indication that the refuse has become saturated. These <br />conditions have not been observed, so we believe that the relatively small amount of leachate <br />generated at this landfill can be returned to the refuse without negative impact to the LCRS. <br />AT-TWUMSIVOW <br />Facilities <br />The leachate collection and recovery system for Modules 1 and 3 includes (Figure 1): <br />■ Sumps with dedicated pumps for Module 1 and Module 3. <br />■ Volumetric flow meter for each leachate sump pump, indicating total gallons pumped. <br />® A 3,000 gallon leachate storage tank at the southwest corner of Module 1.
