Facilities <br />The County will replace the pumps now installed in the sump of Modules 1 and 3 with pumps that <br />have a higher discharge head. Pipes will be provided from each sump pump to allow the <br />leachate to be returned either directly to the landfill or to the leachate tank (Figures 1 and 2). <br />The County will install control panel for each Module similar to that now installed at Module 4 <br />(Photos 1 and 2). The control panels will indicate the leachate level in each sump and an alarm <br />beacon that will activate if the leachate level over the base liner exceeds one foot (Figure 3). <br />A third control panel will be installed, controlling the leachate tank and tank discharge pump. <br />The leachate tank, discharge pump, and float sensor within the tank will be retained. <br />Operation <br />Each sump pump will operate automatically to maintain the leachate level below the lip of the <br />leachate sump in each Module. <br />In normal operation, the pumps will return the leachate directly to an infusion point over Module 3 <br />or other Subtitle D -approved liner. <br />If an infusion point is not available, the operator will direct the leachate discharge into the <br />leachate tank now serving Modules 1 and 3. The leachate will be pumped from the tank into a <br />water truck or other conveyance that will either deliver the leachate to an infusion point, or other <br />discharge point as appropriate. <br />Leachate pump operation will be interrupted if the leachate level in the leachate tank reaches the <br />high alarm level. This alarm condition will be indicated by a beacon at the leachate panels. <br />Under this condition, operation of the leachate pumps will be interrupted until the condition is <br />corrected. <br />The objective of the workplan is to identify the steps and their schedule for the upgrade of Module <br />1 and 3 sumps by 29 January 2012 in accordance with Facility Specification C.4 of the Waste <br />Discharge Requirements. <br />Module 1-3 LCRS Pump Control Upgrade 4 North County Recycling Center and Sanitary Landfill <br />May 26, 2010 San Joaquin County <br />
