3 <br />MM <br />1:1 <br />C] <br />Pursuant to the Public Resources Code (PRC), Section 43220, CalRecycle staff conducted an 18 -month inspection at <br />the North County Sanitary Landfill and Recycling Center with the LEA. <br />- CalRecycle staff and the LEA arrived at the landfill work face before the start of the daily operation. We inspected the <br />application and conditions of the geosynthetic tarps, used as the alternative daily cover, at the conclusion of the daily <br />operation on July 7, 2011. The tarps were in good condition and the application was also good. The work deck area was <br />clean and the move -able litter control fences were stationed to capture windblown litter in the immediate area of the work <br />face. An employee using a water truck wetted the access roads and work deck areas for dust control, before the start of <br />the operation and continued to spray water over the work areas throughout the period of the inspection. The employees <br />removed the tarp covers and disposal operation commenced at about 7:05 a.m. A spotter was directing the in -coming <br />traffic and was also conducting load checks. Only commercial loads are accepted at the landfill work face. All public <br />loads are accepted at the on-site material recovery and transfer station operation. <br />- All Fill slopes and decks were in good condition. The landfill operations supervisor stated that Sheep were used to <br />manage the vegetative growth on the fill decks and slopes. All areas of the landfill were free of windblown litter and <br />workers were cleaning litter in areas within the landfill. The landfill gas control flare was functional. The operation at the <br />on-site materials recovery and transfer station was also good. The operation is fully staffed, with landfill personnel and <br />workers brought in by the County Sheriffs Department. The dust control measure (misters) appeared effective, and load <br />checks and receipts of household hazardous wastes (HHW) are routinely conducted. All materials recovery operations <br />appeared well organized. CalRecycle staff and the LEA measured methane gas levels on two monitoring probes (SG -15 <br />and SG -16A) and obtained readings of 0.00%. <br />- The land filling and materials recovery operation at the site also includes an operation for the receipt and processing of <br />green and wood waste materials for beneficial re -use. The green and wood wastes are received and processed at an <br />exclusive pad that had been set up for the operation. The LEA has had issues relative to the operations of the materials <br />on the pad and conditions of the pad. The operational issues seem to have been addressed, largely. The LEA still has <br />issues with depressions on the pad, and temporary nature of the fixes that they had observed over time. The issue was <br />discussed with the site operations general manager, who stated that they will temporarily move the operation to another <br />location and will re -do the pad, to correct the conditions of the pad to the satisfaction of the LEA. <br />- CalRecycle staff and the LEA reviewed the Log of Special Occurrences and the records for the load check activities that <br />are maintained at the landfill. The landfill records also indicated that monthly trainings are provided to the site <br />employees. We also reviewed the records for the receipts of the daily tonnages, traffic volumes, and the results of the <br />1st Quarter 2011 landfill gas (LFG) monitoring program at the Solid Waste Division offices in the City of Stockton. The <br />records indicated that the levels of the waste receipts and traffic volumes were within the permitted limits. The LFG <br />monitoring records also showed that methane gas levels in the monitoring probes were within the regulatory limits, and/or <br />otherwise, 0.00%. <br />IMPROVEMENT NEEDED: <br />The owner/operator shall provide better access to the LFG monitoring probes along the eastern property boundary. <br />Weed control and other measures shall be taken to provide the LEA with better access to monitoring probes SG -15, SG - <br />16, and SG -17. <br />
