I t'•a £ : .:�� � '��' ��' I I III I I �, e v I , <br /> Tadese Gebrehawariat See Listing Below <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE"WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TIME 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> x <br /> IV IIIIV [ x <br /> `I I1 R ��cat�� 6Fr`N`�`3iRP.5 ,.2 1 r�?h "u'v <br /> W <br /> c . <br /> Pursuant to the Public Resources Code (PRC), Section 43220, CalRecycle staff conducted an 18-month inspection at <br /> the North County Landfill with the LEA. <br /> Also, present during the inspection were: Natalia Subbotinkova-LEA, Felipe Maldonado-Site Operations Supervisor, <br /> and Marcus Davenport-Operations Manager <br /> -CalRecycle staff and the LEA conducted an early morning inspection at the site,to evaluate the application of the daily <br /> cover during the previous day's operation. We arrived at the work face at about 6:30 am and we observed that the work <br /> deck was clean and the application of the tarps Alternative Daily Cover(ADC)was good. Site personnel informed us that <br /> the tarps were new and they appeared in good condition. We observed the preparations for the daily operation, as <br /> employees started to take the tarps off and the compaction of the in place refuse appeared good. Litter fences were <br /> stationed in the area. For dust control measures, an employee on a water truck sprayed the access roads and work deck <br /> before the start of the disposal operation and continued throughout the period of the inspection. The bird control canon <br /> was turned on to shoo-off some small black birds that were flying around in the vicinity. The operator also has the <br /> services of a bird control contractor,who employs model airplanes and whistlers to discourage birds from being attracted <br /> to the site. <br /> -The operation at the Recycling Center was good. The operation at the green materials receipt and processing was also <br /> good. The grinder at the wood and green materials was taken off-site for repairs and was expected back on the day. <br /> The operations supervisor and manager informed CalRecycle staff and the LEA that all preparations for operation during <br /> the rainy season have been completed. The winter disposal deck was ready and might be utilized as early as the next <br /> few days, for which rain has been forecasted. The drainage systems have been evaluated and a down drain has been <br /> added at the lower southeast bench. Erosion control measures have been taken. The placement of hay matting material <br /> was underway over the west and southwest facing fill slopes at the time of the inspection. The operations supervisor <br /> stated that the project will be completed on the day. All other fill surfaces appeared in good condition. All perimeter <br /> areas were free of windblown litter. CalRecycle staff and the LEA measured methane gas levels at two selected property <br /> boundary monitoring probes (SG-8 and SG-18)using the LEA's Landtec GEM-2000 instrument. The highest methane <br /> gas level we obtained was 0.10%at SG-8-47 feet. <br /> -Records Review: CalRecycle staff and the LEA reviewed the Log of Special Occurrences, records of conducted load <br /> checks, and records of bi-weekly employee safety meetings, which are maintained at the landfill. We also reviewed the <br /> records of the received daily tonnages, traffic volumes, and the results of the 3rd Quarter 2012 landfill gas (LFG) <br /> monitoring program at the Solid Waste Division offices in the City of Stockton. The records indicated that the levels of the <br /> waste receipts and traffic volumes were within the permitted limits. The LFG monitoring records also showed that <br /> methane gas levels in the monitoring probes and structures were within the regulatory limits during the monitoring period. <br />
