h. . Appliances include items such as refrigerators, freezers, air conditioners, water coolers, washers, dryers, ovens, stoves, furnaces, <br />space heaters, water heaters, and trash compactors. Materials requiring special handling include materials such as Freon, mercury <br />probes and switches, used oil, metal encased capacitors, and encased PCBs or DEHP from appliance compressors and <br />transmissions. The Certified Appliance Recycler (CAR) inspects each major appliance in the appliance staging area for materials <br />that require special handling. Materials requiring special handling are temporarily stored at the NCR&SL before removal to <br />permitted facilities. <br />i. The waste load checking program should be consist of the following activities: Inspection of random in -coming loads; training of <br />facility personnel in hazardous waste recognition and proper hazardous waste handling procedures; reporting incidents of unlawful <br />disposal to specific agencies. Jaime Perez, Solid Waste Operations Manager and Michael Carroll, Senior Solid Waste Engineer, <br />can be contacted at (209) 468-3066 for emergencies and hazardous waste inquiries. Additional measures may be required upon the <br />request of the LEA or Calrecycle. <br />j. Anticipated changes in design and operation in the next 5 years are: The introduction of new recycling methods and programs <br />k. Receipt of waste: 7:00 a.m. — 5p.m. — Daily <br />® Use of heavy equipment to dispose and cover received refuse from 6:30 am to 7:00 pm. <br />® Operations conducted in the hours of darkness require lighting as approved by the LEA. <br />® Heavy equipment operation outside normal hours of operation is allowed only in emergency and incidental occurrences <br />not in connection with any routine site operations. <br />® The Environmental Health Department must be notified 24 hours in advance of all non routine operations outside the <br />normal operating hours. <br />2. Environmental Impact Report dated December, 2006, SCH # 2006062113 <br />c. PG&E easement document dated December 1951 <br />d. Regional Water Quality Control Boards Waste Discharge Requirements Order R5-2010-0016, January 28, 2010 <br />e. The mitigated Negative Declaration dated October, 1992, SCH 92082082. <br />L Joint Technical Document dated February 10, 2010 <br />g. U.S. Army Corps of Engineers Nationwide Permit #26 dated June 26, 1990 <br />h. Wetlands Mitigation Plan dated May, 1990 <br />i. Mitigation Monitoring Plans dated October, 1990 and October 27, 1992 <br />j. Agreement regarding proposed stream and lake alteration from the State Department of Fish and Game dated September 10, 1990. <br />k. Household Hazardous Waste Plan dated August 1992 and the Operations Plan for the North County Recycling Center and <br />Sanitary Landfill dated January, 1992. <br />1. San Joaquin County Air Pollution Permit N-1119-1-0 <br />3. San Joaquin County, Environmental Health Department has made the following findings in accordance with Public Resources Code <br />50000 and 50000.5: <br />a. San Joaquin County Planning Department has made a determination the NCSL is consistent with the County General Plan. The <br />zoning designation was approved on August 10, 1989 and lists this as a compatible use. <br />b. This facility is consistent with County Integrated Waste Management Plan Dated March, 1997 <br />
