Present capacity of the commercial side of the MRF and the wood waste area is based on the <br /> number of parking spaces now available at these areas and processing rate measured on the <br /> self-haul side of the MRF. <br /> The active landfill face, although not normally an area serving self-haul vehicles, is not limited in <br /> the area that could be assigned to serve self-haul vehicles. The present size of the active face <br /> therefore does not constrain vehicle service. The sum of maximum capacities of the various <br /> customer service areas therefore exceeds 1030 incoming refuse vehicles per day (Table 4). <br /> ASSESSMENT OF INTERNAL ROADS <br /> San Joaquin County Public Works Traffic Division has reviewed the internal traffic paths, and find <br /> that the evaluation criteria for levels of service are that of rural roads is appropriate. Such roads <br /> allow safe travel in both directions at level of Service "C" of approximately 11,000 vehicles per <br /> day (or 5,500 vehicles per day on each lane). <br /> According to Traffic Division staff, hourly traffic peak is typically 10% of total daily use, or 550 <br /> vehicles per hour per lane. In a 10-hour day, a maximum 5,500 vehicles could pass through on <br /> the roads of the North County Landfill. This value exceeds the proposed incoming refuse vehicle <br /> limit; therefore, the internal roads within the facility are sufficient to carry under the proposed new <br /> permit limit. <br /> Traffic Evaluation 4 North County Recycling Center and Sanitary Landfill <br /> June 16,2008 San Joaquin County Public Works Department <br />
