Present capacity of the commercial side of the MRF and the wood waste area is based on the
number of parking spaces now available at these areas and processing rate measured on the
self-haul side of the MRF.
The active landfill face, although not normally an area serving self-haul vehicles, is not limited in
the area that could be assigned to serve self-haul vehicles. The present size of the active face
therefore does not constrain vehicle service. The sum of maximum capacities of the various
customer service areas therefore exceeds 1030 incoming refuse vehicles per day (Table 4).
ASSESSMENT OF INTERNAL ROADS
San Joaquin County Public Works Traffic Division has reviewed the internal traffic paths, and find
that the evaluation criteria for levels of service are that of rural roads is appropriate. Such roads
allow safe travel in both directions at level of Service "C" of approximately 11,000 vehicles per
day (or 5,500 vehicles per day on each lane).
According to Traffic Division staff, hourly traffic peak is typically 10% of total daily use, or 550
vehicles per hour per lane. In a 10-hour day, a maximum 5,500 vehicles could pass through on
the roads of the North County Landfill. This value exceeds the proposed incoming refuse vehicle
limit; therefore, the internal roads within the facility are sufficient to carry under the proposed new
permit limit.
Traffic Evaluation 4 North County Recycling Center and Sanitary Landfill
June 16,2008 San Joaquin County Public Works Department
